ดังนี้\u003C\u002Fp>\u003Cp>ที่ประชุมได้รับทราบแนวทางการยกระดับภาคเกษตรและสร้างความมั่นคงทางอาหารของประเทศ โดยมุ่งพัฒนาตลอดห่วงโซ่ ต้นน้ำ–กลางน้ำ–ปลายน้ำ ตั้งแต่การเพิ่มประสิทธิภาพการผลิต การส่งเสริมพันธุ์และเทคโนโลยี การแปรรูปและสร้างมูลค่าเพิ่ม ไปจนถึงการพัฒนาตลาดและช่องทางกระจายสินค้า เพื่อเชื่อมโยงการบริหารจัดการสินค้าเกษตรอย่างเป็นระบบ\u003C\u002Fp>\u003Cp>ที่ประชุมได้ร่วมกันพิจารณาประเด็นสำคัญ ดังนี้\u003C\u002Fp>\u003Cp>1️⃣ การพัฒนาช่องทางการตลาดและการกระจายสินค้าเกษตร\u003Cbr>▪️ ด้านการกระจายสินค้าเกษตร โดยกรมการค้าภายในนำเสนอแนวทางกระจายผลไม้จากแหล่งผลิตสู่ตลาดและผู้บริโภค ผ่านช่องทางต่าง ๆ อาทิ ตลาดสด 442 แห่งทั่วประเทศ ตลาดกลาง Modern Trade สถานีบริการน้ำมัน แหล่งชุมชน ที่พักอาศัย สถานที่ราชการ ท่าอากาศยาน ห้างสรรพสินค้า สายการบิน และช่องทาง Farm to Table รวมถึงการสนับสนุนกล่องผลไม้ขนาด 10 กิโลกรัม เพื่อเพิ่มช่องทางจำหน่ายผลผลิตจากเกษตรกรสู่ผู้บริโภค โดยที่ประชุมให้ความสำคัญกับการจัดทำปฏิทินสินค้าเกษตรรายสินค้าและรายจังหวัด พร้อมเชื่อมโยงข้อมูล Demand–Supply เพื่อคาดการณ์ปริมาณผลผลิตและวางแผนตลาดล่วงหน้า โดยประธานฯ ขอให้กรมการค้าภายในนำเสนอ Top 10 สินค้าเกษตรที่มีมูลค่าสูง ในการประชุมครั้งต่อไป พร้อมผลักดันการใช้พื้นที่ที่มีศักยภาพเป็นจุดจำหน่ายสินค้า เช่น นิคมอุตสาหกรรม สถานีบริการน้ำมัน และตลาดกลาง รวมถึงส่งเสริมการจัดทำ MOU ร่วมกับร้านค้าปลีกและหน่วยงานขนาดใหญ่ เพื่อให้การรับซื้อและกระจายสินค้าเกษตรเป็นระบบมากขึ้น\u003Cbr>▪️ ด้านการพัฒนาระบบการขนส่งสินค้าเกษตร โดยได้หารือการเชื่อมโยงระบบโลจิสติกส์และจุดกระจายสินค้า โดยหน่วยงานภาครัฐและเอกชนพร้อมสนับสนุนพื้นที่และเครือข่ายขนส่ง อาทิ สถานีบริการน้ำมัน นิคมอุตสาหกรรม และไปรษณีย์ไทย เพื่อช่วยนำสินค้าเกษตรจากแหล่งผลิตไปสู่ผู้บริโภคได้สะดวกยิ่งขึ้น ทั้งนี้ ประธานฯ จะหารือกับไปรษณีย์ไทยเพิ่มเติมในเรื่อง บรรจุภัณฑ์และการสนับสนุนค่าขนส่ง เพื่อส่งเสริมแนวทาง Farm to Table เป็นต้น\u003Cbr>▪️ ด้านการยกระดับสินค้าเกษตรไทยด้วยการแปรรูปและสร้างมาตรฐานสินค้า โดยสถาบันอาหารได้นำเสนอ โครงการจัดประกวดยกระดับเกษตรแปรรูปไทยด้วยนวัตกรรมและเทคโนโลยีสู่ตลาดมูลค่าสูง เพื่อสนับสนุนผู้ประกอบการพัฒนาผลิตภัณฑ์ด้วย Food Tech สร้างมูลค่าเพิ่มจากวัตถุดิบเกษตร และลด Food Waste รวมถึงเชื่อมโยงผลิตภัณฑ์ที่มีศักยภาพเข้าสู่ตลาด\u003C\u002Fp>\u003Cp>ทั้งนี้ ที่ประชุมเห็นชอบในหลักการ พร้อมทั้งมอบหมายให้ฝ่ายเลขาฯ หารือรายละเอียดโครงการประกวดผลิตภัณฑ์แปรรูปเพิ่มเติมในกลุ่มย่อย เพื่อให้เกิดการสร้างมูลค่าเพิ่มและเชื่อมโยงตลาดได้อย่างเป็นรูปธรรม\u003C\u002Fp>\u003Cp>2️⃣ การลดขั้นตอนและอำนวยความสะดวกทางการค้า\u003Cbr>▪️ ที่ประชุมรับทราบความก้าวหน้าการนำระบบดิจิทัลมาใช้ในการให้บริการด้านการเกษตร ได้แก่ e-Phyto Certificate ของกรมวิชาการเกษตร ซึ่งช่วยลดขั้นตอนและระยะเวลาการออกใบรับรองเพื่อการส่งออก, TAS-License ของสำนักงานมาตรฐานสินค้าเกษตรและอาหารแห่งชาติ (มกอช.), e-Movement และ e-Privilege Permit ของกรมปศุสัตว์ และ Fisheries Single Window (FSW) ของกรมประมง เพื่ออำนวยความสะดวก ลดขั้นตอนและต้นทุน รวมถึงเพิ่มประสิทธิภาพและความสามารถในการแข่งขันของผู้ประกอบการ ซึ่งภาคเอกชนเสนอให้มีการ บูรณาการและเชื่อมโยงข้อมูลระหว่างหน่วยงานภายในกระทรวงเกษตรและสหกรณ์เพิ่มขึ้น เพื่อให้ระบบบริการภาครัฐสามารถเชื่อมโยงและสนับสนุนการค้าสินค้าเกษตรได้อย่างมีประสิทธิภาพมากยิ่งขึ้น\u003C\u002Fp>\u003Cp>3️⃣ ข้อเสนอของคณะกรรมการหอการค้าไทยและสภาหอการค้าแห่งประเทศไทย\u003Cbr>▪️ สภาหอการค้าแห่งประเทศไทยได้นำเสนอข้อเสนอเร่งด่วนด้านสินค้าเกษตรและความมั่นคงทางอาหาร 5 ด้าน รวม 11 ข้อเสนอ เพื่อเพิ่มประสิทธิภาพการบริหารจัดการสินค้าเกษตร ลดอุปสรรคในการดำเนินธุรกิจ และยกระดับขีดความสามารถในการแข่งขันของภาคเกษตรไทย โดยประธานฯ มอบหมายให้ฝ่ายเลขาฯ นำข้อเสนอไปประสานงานหน่วยงานที่เกี่ยวข้องต่อไป\u003C\u002Fp>\u003Cp>นอกจากนี้ ที่ประชุมยังได้รับทราบการวิเคราะห์ตลาดและโอกาสสินค้าไทยภายใต้มาตรการ EUDR ของสหภาพยุโรป ซึ่งครอบคลุมสินค้า 7 กลุ่ม ได้แก่ โค โกโก้ กาแฟ ปาล์มน้ำมัน ยางพารา ถั่วเหลือง และไม้ โดยให้ความสำคัญกับการเตรียมความพร้อมด้านการตรวจสอบย้อนกลับ การปฏิบัติตามกฎหมาย และการยืนยันแหล่งที่มาของสินค้าที่ไม่เกี่ยวข้องกับการตัดไม้ทำลายป่า เพื่อให้ผู้ประกอบการไทยสามารถรักษาและขยายโอกาสทางการค้าในตลาดสหภาพยุโรป พร้อมทั้ง รับทราบแนวคิดการพัฒนา SME ID เพื่อเชื่อมโยงข้อมูลของผู้ประกอบการ ทั้งด้านธุรกรรมและรายได้ class=\"isSelectedEnd\">\u003Cspan>The meeting was chaired by Dr. Kobsak Pootrakool, Advisor to Deputy Prime Minister Suphajee Suthumpun. Discussions focused on strategies to strengthen Thailand’s agricultural sector and food security through an integrated value-chain approach covering upstream, midstream, and downstream activities.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The approach encompasses improving production efficiency, promoting agricultural varieties and technologies, processing and value creation, as well as developing markets and distribution channels to establish a more systematic agricultural supply chain.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>1. Developing Agricultural Marketing and Distribution Channels\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>Regarding agricultural distribution, the Department of Internal Trade presented strategies to distribute fruits from production areas to markets and consumers through various channels, including 442 fresh markets nationwide, wholesale markets, modern trade outlets, gas stations, communities, residential areas, government facilities, airports, department stores, airlines, and Farm-to-Table channels.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The meeting also discussed support for 10-kilogram fruit boxes to create additional channels for distributing farmers’ produce directly to consumers.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"isSelectedEnd\">\u003Cspan>The meeting emphasized the development of agricultural product calendars by product and province, together with the integration of Demand–Supply data to forecast production volumes and enable advance market planning.
