หมื่นล้านบาทต่อปีในการเยียวยาความเสียหายจากภัยธรรมชาติ ขณะที่สถานการณ์น้ำท่วมในปัจจุบันส่งผลกระทบต่อภาคประชาชน ภาคธรุกิจโดยเฉพาะ SME ภาคเกษตร การผลิตภาคอุตสาหกรรม โดยเฉพาะอุตสาหกรรมยานยนต์และ Supply Chain ในภาคกลางและภาคตะวันออก รวมถึงภาคการท่องเที่ยว ตลอดจนสร้างความเสียหายต่อทรัพย์สินของภาคธุรกิจและประชาชน ซึ่งยังไม่สามารถประเมินมูลค่าได้ อีกทั้งยังเพิ่มภาระหนี้สิน และกระทบต่อความเชื่อมั่นของนักลงทุน\u003C\u002Fp>\u003Cp>\u003Cstrong>กกร. เห็นว่า ประเทศไทยจำเป็นต้องเร่งแก้ไขปัญหาอย่างเป็นระบบ \u003C\u002Fstrong>โดยให้ความสำคัญกับการเตรียมความพร้อมล่วงหน้าในการป้องกันและบริหารความเสี่ยงเชิงรุก ควบคู่กับการลงทุนในโครงสร้างพื้นฐานเพื่อยกระดับขีดความสามารถในการรับมือและปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศ (Climate Resilience) โดยเฉพาะการพัฒนาระบบเตือนภัยล่วงหน้า (Early Warning) ในระดับพื้นที่ให้รวดเร็ว แม่นยำ และมีข้อมูลเพียงพอต่อการตัดสินใจ เพื่อให้ประชาชนและภาคธุรกิจสามารถเตรียมรับมือได้ทันท่วงที พร้อมยกระดับระบบบริหารจัดการน้ำและโครงสร้างพื้นฐานอย่างครบวงจร ตั้งแต่การกักเก็บ การส่งและระบายน้ำ การจัดเตรียมพื้นที่รองรับน้ำหลาก ไปจนถึงการป้องกันพื้นที่เศรษฐกิจและนิคมอุตสาหกรรม ขณะเดียวกันจำเป็นต้องบูรณาการการวางผังเมืองและการใช้ประโยชน์ที่ดินให้สอดคล้องกับทิศทางการไหลของน้ำ และความเสี่ยงจากอุทกภัย โดยคำนึงถึงการรักษาทางน้ำและพื้นที่รับน้ำ ตลอดจนกำหนดแนวทางพัฒนาพื้นที่ชุมชนและอุตสาหกรรมอย่างเหมาะสม ควบคู่กับการพัฒนากลไกประกันภัยพิบัติ เพื่อลดความสูญเสียทางเศรษฐกิจ รักษาความต่อเนื่องของภาคการผลิต ฟื้นฟูความเชื่อมั่นของนักลงทุน และเสริมความมั่นคงด้านน้ำของประเทศในระยะยาว\u003C\u002Fp>\u003Cp>\u003Cstrong>เร่งแก้ไขปัญหาการขนส่งสินค้าทางอากาศ ณ ท่าอากาศยานสุวรรณภูมิ \u003C\u002Fstrong>การขนส่งสินค้าทางอากาศมีมูลค่าประมาณ 2.42 ล้านล้านบาท หรือราวหนึ่งในสามของมูลค่าการส่งออกทั้งหมด แต่ท่าอากาศยานสุวรรณภูมิยังประสบปัญหาความแออัด ขณะที่อุทกภัยยิ่งส่งผลให้เที่ยวบินล่าช้าและถูกยกเลิก รวมถึงมีผู้โดยสารและสัมภาระตกค้างเป็นจำนวนมาก สนามบินเป็นประตูด่านแรกที่ผู้เดินทางสัมผัสเมื่อมาถึงประเทศไทย ปัญหาการให้บริการที่ติดขัดจึงอาจกระทบต่อความเชื่อมั่นและภาพลักษณ์ของประเทศ The current flooding has affected households, businesses—particularly SMEs—the agricultural sector, industrial production, especially the automotive industry and supply chains in central and eastern Thailand, as well as the tourism sector.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>The floods have also caused damage to business and household assets, although the total value of losses cannot yet be fully assessed. The situation may further increase debt burdens and weaken investor confidence.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>\u003Cstrong>The JSCCIB believes Thailand must address these challenges systematically\u003C\u002Fstrong>, with greater emphasis on advance preparedness, prevention and proactive risk management. This should be accompanied by investment in infrastructure to strengthen the country’s capacity to withstand and adapt to climate change, or \u003Cstrong>Climate Resilience\u003C\u002Fstrong>.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>A key priority is the development of effective \u003Cstrong>Early Warning systems\u003C\u002Fstrong> at the local level that can provide timely, accurate and sufficient information for decision-making, enabling households and businesses to prepare before disasters occur.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>Thailand must also strengthen its integrated water management system and supporting infrastructure throughout the entire cycle—from water retention, transmission and drainage to flood retention areas and protection of key economic zones and industrial estates.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>At the same time, urban planning and land-use policies should be integrated with natural water flow patterns and flood-risk assessments. This should include the protection of waterways and flood retention areas, while ensuring that community and industrial development is appropriately planned.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>Thailand should also develop disaster insurance mechanisms to reduce economic losses, maintain continuity in industrial production, restore investor confidence and strengthen the country’s long-term water security.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>\u003Cstrong>The JSCCIB also calls for urgent action to resolve air cargo and airport service challenges at Suvarnabhumi Airport.\u003C\u002Fstrong> Air freight is valued at approximately THB 2.42 trillion, representing around one-third of Thailand’s total export value. However, Suvarnabhumi Airport continues to face congestion, while flooding has further contributed to flight delays and cancellations, as well as significant numbers of stranded passengers and baggage.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan>As airports are among the first points of contact for international visitors arriving in Thailand, service disruptions may affect the country’s image and confidence among travellers and investors.
