เปิดเผยว่า ปัจจัยสำคัญในการเพิ่มขีดความสามารถในการแข่งขันของประเทศ คือ ระบบบริการภาครัฐที่สะดวกและรวดเร็ว ในการติดต่อขออนุมัติอนุญาตจากทางราชการ ซึ่งที่ผ่านมาผู้ประกอบการอาจต้องเซ็นสำเนาเอกสารจำนวนมาก ตลอดจน การยื่นเรื่องต่างๆต้องใช้เอกสารหลายอย่าง แต่ปัจจุบัน ภาครัฐได้พัฒนาระบบเชื่อมโยงข้อมูลนิติบุคคลแบบอิเล็กทรอนิกส์จากการผลักดันและขับเคลื่อนของ กพร.และ กรมพัฒน์ ทำให้เกิดการผนึกกำลัง 10 หน่วยงานรัฐนำร่องที่พร้อมเชื่อมโยงข้อมูลนิติบุคคลเพื่ออำนวยความสะดวกธุรกิจและประชาชน โดยไม่ต้องเรียกเอกสารและไม่ต้องเซ็นสำเนา อีกต่อไป พร้อมกล่าวชื่นชมและขอบคุณ กพร. กรมพัฒน์ และ10 หน่วยงานรัฐ เป็นอย่างยิ่ง  \u003C\u002Fp>\u003Cp>นายสนั่นฯ ระบุเพิ่มว่า การเชื่อมโยงและแลกเปลี่ยนข้อมูลนิติบุคคลของ 10 หน่วยงานรัฐครั้งนี้ สามารถลดกระบวนงานที่เรียกเอกสารลงได้ถึง 392 กระบวนงาน คิดเป็นต้นทุนที่ลดลงได้เกือบ 800 บาทต่อธุรกรรม โดยเมื่อคำนวณจากธุรกรรมภาพรวมที่มีอยู่ถึง 8.8 ล้านธุรกรรมต่อปีในปัจจุบัน พบว่า จะสามารถสร้างผลการประหยัดทางเศรษฐศาสตร์ได้ราว 7,000 ล้านบาทต่อปี ทั้งมิติด้านระยะเวลา การใช้เอกสาร ต้นทุนทางบัญชีและค่าเสียโอกาสในการทำงาน ถือเป็นอีกหนึ่งต้นแบบความสำเร็จในการนำระบบดิจิทัลเข้ามาใช้ในระบบ การให้บริการภาครัฐ ซึ่งอาจเทียบเคียงได้กับแนวทางของประเทศเอสโตเนียที่เป็นต้นแบบการนำระบบบริการภาครัฐแบบดิจิทัลมาให้บริการเพื่อช่วยลดต้นทุนและเพิ่มความคล่องตัวให้กับภาคธุรกิจและประชาชน  \u003C\u002Fp>\u003Cp>นอกจากนี้ หอการค้าไทยและสภาหอการค้าฯ ยังมีโครงการมอบรางวัล \"สำเภา-นาวาทอง\" ซึ่งเป็นการเชิดชูและให้กำลังใจหน่วยงานภาครัฐในการอำนวยความสะดวกภาคธุรกิจอีกด้วย ซึ่งปัจจุบันดำเนินการต่อเนื่องมาเป็นปีที่ 3 แล้ว ความสำคัญของการเชื่อมโยงและแลกเปลี่ยนข้อมูลภาครัฐ\u003C\u002Fp>\u003Cp>1.1 ผลักดันผ่านการเชื่อมโยงและแลกเปลี่ยนข้อมูลระหว่างหน่วยงานของรัฐ ผ่านการออกกฎหมายต่างๆในการดำเนินการ ได้แก่\u003C\u002Fp>\u003Cp>การออกพ.ร.บ.อำนวยความสะดวกในการพิจารณาอนุญาตของทางราชการ พ.ศ. 2558 \u003Cbr>พ.ร.บ.การบริหารงานและการให้บริการภาครัฐผ่านระบบดิจทัล พ.ศ. 2562 \u003Cbr>พ.ร.บ.การปฏิบัติราชการทางอิเล็กทรอนิกส์ พ.ศ. 2565 \u003Cbr>\u003Cbr>1.2 การเชื่อมโยงข้อมูลภาครัฐ ผลการดำเนินงานผลักดันพบว่า ในปี 2561 สามารถยกเลิกการเรียกรับสำเนาทะเบียนบ้านและบัตรประชาชน จำนวนทั้งสิ้น 530 ใบอนุญาต และการเชื่อมโยงข้อมูลนิติบุคคลในครั้งนี้ เป็นความสำเร็จอีกก้าวในการอำนวยความสะดวกติดต่อขออนุญาตจากหน่วยงานภาครัฐ\u003C\u002Fp>\u003Cp>2. บทบาทของ ก.พ.ร. ในการร่วมกับภาครัฐและเอกชนต่อการขับเคลื่อนการเชื่อมโยงข้อมูลเพื่อเป็น     e-Government:\u003C\u002Fp>\u003Cp>2.1 ยกระดับบริการภาครัฐโดยผู้รับบริการเป็นศูนย์กลาง เพื่อให้ประชาชนได้รับบริการที่สะดวก ประหยัด ตอบโจทย์ มีทางเลือกในการรับบริการที่หลากหลาย และครอบคลุม\u003Cbr>2.2 ลดบทบาทภาครัฐ เปิดการมีส่วนร่วมของภาคส่วนอื่น เพื่อให้ภาครัฐมีขนาดเหมาะสมกับบทบาทภารกิจ\u003Cbr>2.3 เร่งปรับภาครัฐสู่ดิจิทัล (Digital Transformation) เพื่อให้สามารถใช้เทคโนโลยีดิจิทัลในการพัฒนาการทำงานและการให้บริการได้อย่างมีประสิทธิภาพ\u003Cbr>\u003Cbr>การดำเนินการให้ประสบความเร็จนั้น สำนักงาน ก.พ.ร. ย้ำว่าไม่สามารถดำเนินการเพียงลำพัง โดยมีการพัฒนาระบบเทคโนโลยีให้เชื่อมโยงข้อมูลแบบ Real Time ที่มีความถูกต้อง เป็นปัจจุบัน และมีความมั่นคงปลอดภัยขั้นสูง ตามมาตรฐานการเชื่อมโยงและแลกเปลี่ยนข้อมูลภาครัฐ ของ สพร. ทำให้สามารถใช้ข้อมูลได้อย่างมีประสิทธิภาพ\u003Cbr>\u003Cbr>นอกจากนี้ การบูรณาการความร่วมมือกับสำนักงานพัฒนารัฐบาลดิจิทัลฯ ในการปรับรูปแบบการให้บริการเชื่อมโยงข้อมูลระหว่างหน่วยงานภาครัฐผ่านศูนย์กลางแลกเปลี่ยนข้อมูลภาครัฐ (GDX) ทำให้มีประสิทธิภาพ และมีการเพิ่มชุดข้อมูลสนับสนุนการพิสูจน์และยืนยันตัวตนทางดิจิทัลของนิติบุคคล หรือ Business Digital ID ซึ่งเป็นการขับเคลื่อนให้ประชาชนและธุรกิจสามารถทำธุรกรรมได้อย่างรวดเร็วและสะดวกสบายมากยิ่งขึ้น โดยผลการดำเนินงานที่ผ่านมา มีหน่วยงานภาครัฐที่ให้ความสนใจเชื่อมโยงข้อมูลกับกรมพัฒนาธุรกิจการค้า 169 หน่วยงาน และได้มีการใช้บริการข้อมูลรวมถึง 52 ล้านรายการ\u003C\u002Fp>\u003Cp>ขอขอบคุณ 10 หน่วยงานภาครัฐที่ได้เชื่อมโยงข้อมูลและไม่เรียกรับเอกสารนิติบุคคล รวมทั้ง หอการค้าไทย สำนักงาน ก.พ.ร. และ สพร. ที่ให้การสนับสนุนและร่วมกันผลักดันสร้างความสำเร็จนี้ให้เกิดขึ้น  ทำให้สามารถแก้ Pain Point ในการดำเนินธุรกิจและยกระดับความสามารถทางการแข่งขันให้เศรษฐกิจของประเทศได้ด้วยความมุ่งมั่นและเจตนารมณ์เดียวกันจากหน่วยงานภาครัฐที่ทำให้เกิดการลดการใช้เอกสารกระดาษ ลดค่าใช้จ่ายให้ภาคธุรกิจและประชาชน The initiative enables businesses to access government services without submitting certified copies of corporate documents or signing duplicate copies, significantly reducing administrative burdens while responding to the needs of both the business sector and the public.\u003C\u002Fp>\u003Cp>The integrated electronic data exchange is expected to generate economic savings of approximately THB 7 billion annually by eliminating redundant documentation, streamlining government procedures, and reducing compliance costs for businesses and citizens.\u003C\u002Fp>\u003Cp>Mr. Sanan Angubolkul, Chairman of the Thai Chamber of Commerce and Board of Trade of Thailand, stated that one of the key factors in enhancing Thailand's competitiveness is the efficiency, convenience, and speed of public services, particularly in relation to business licensing and regulatory approvals.\u003C\u002Fp>\u003Cp>\"In the past, entrepreneurs were often required to submit numerous certified copies of documents and complete multiple sets of paperwork when dealing with government agencies. Today, thanks to the leadership of the OPDC and the Department of Business Development in driving the electronic integration of corporate data, ten pilot government agencies are now ready to exchange corporate information electronically.
