และกำลังแรงงานที่อยู่ในภาคเกษตรประมาณ 12 ล้านคน หรือร้อยละ 51 ของจำนวนแรงงานทั้งประเทศ อย่างไรก็ดี ในวิกฤตเศรษฐกิจต่าง ๆ ที่ผ่านมา ภาคเกษตรยังช่วยรองรับและโอบอุ้มเศรษฐกิจไทย โดยหลายประเทศมีความกังวลเกี่ยวกับความมั่นคงทางอาหารจากการเปลี่ยนแปลงสภาพทางภูมิอากาศ รวมทั้งปัญหาด้านห่วงโซ่อุปทานของโลก ซึ่งประเทศไทยมีศักยภาพในการผลิตสินค้าเกษตรและอาหารที่สำคัญได้เพียงพอต่อความต้องการของประชากรภายในประเทศ และมีศักยภาพในการส่งออกไปยังต่างประเทศ โดยมูลค่าการส่งออกสินค้าเกษตรและผลิตภัณฑ์ของไทยเฉลี่ยอยู่ที่ประมาณ 1.50 ล้านล้านบาทต่อปี แต่ภาคเกษตรกลับมีสัดส่วนต่อผลิตภัณฑ์มวลรวมในประเทศ (Gross domestic product: GDP) เพียงร้อยละ 8.6 มีอัตราการเติบโตค่อนข้างช้าและมีความเปราะบางมากกว่าภาคเศรษฐกิจอื่นของประเทศ นอกจากนี้ ยังเติบโตในอัตราที่ช้ากว่าประเทศผู้ผลิตสินค้าเกษตรชั้นนำของโลก หรือแม้แต่ประเทศเพื่อนบ้านในเอเชียหลายประเทศ\u003C\u002Fp>\u003Cp>อีกทั้ง เกษตรกรไทยส่วนใหญ่ยังคงทำการผลิตแบบเดิม โดยมุ่งเน้นเฉพาะการปลูกพืชเชิงเดี่ยวที่ให้ผลผลิตต่ำและมีความเสี่ยงค่อนข้างสูง โดยเฉพาะพืชมหาชนที่มีความเสี่ยงจากการมีอุปทานส่วนเกินในตลาดโลกจำนวนมาก ทำให้เกษตรกรต้องแบกรับต้นทุนการผลิตที่เพิ่มขึ้น มีรายได้สุทธิต่ำ และประสบกับปัญหาหนี้สินจำนวนมาก ซึ่งสวนทางกับความพยายามของภาครัฐและงบประมาณที่ได้ทุ่มลงไปในภาคเกษตรในทุกปี ดังนั้น จะทำอย่างไรที่จะช่วยให้เกษตรกรไทยเข้มแข็ง ปรับตัว และแข่งขันได้อย่างยั่งยืน ท่ามกลาง การเปลี่ยนแปลงในหลายมิติของโลกที่จะส่งผลโดยตรงต่อภาคเกษตรอย่างหลีกเลี่ยงไม่ได้\u003C\u002Fp>\u003Cp>หอการค้าไทยและสภาหอการค้าแห่งประเทศไทย ได้ให้ความสำคัญกับ 3 เสาหลักในการขับเคลื่อนเศรษฐกิจและธุรกิจ (Core Value Chain) ได้แก่ 1) ภาคการค้าและการลงทุน 2) ภาคท่องเที่ยวและบริการ และ 3) ภาคเกษตรและอาหาร ซึ่งการขับเคลื่อนภาคเกษตรและอาหารที่ผ่านมา ได้มุ่งสร้างความเข้มแข็งให้กับเกษตรกร เพิ่มมูลค่าให้กับสินค้าเกษตรผ่านแนวคิดการทำเกษตรมูลค่าสูง และทำการเกษตรที่เป็นมิตรกับสิ่งแวดล้อม รวมถึงพัฒนาและแก้ไขปัญหาในหลายด้าน โดยใช้โมเดลเศรษฐกิจสู่การพัฒนาที่ยั่งยืน (BCG Economy) พร้อมทั้ง ร่วมมือกับหน่วยงานภาครัฐและภาคเอกชนเพื่อเสริมสร้างความแข็งแกร่งให้ภาคเกษตรสู่การมีรายได้ที่มั่นคง โดยการนำเทคโนโลยีและนวัตกรรมมาใช้ในการยกระดับคุณภาพและมาตรฐานสินค้าเกษตร เพิ่มความสามารถในการแข่งขัน หอการค้าไทยและสภาหอการค้าแห่งประเทศไทย ได้เข้าไปมีส่วนร่วมในการบูรณาการทำงานร่วมกับคณะกรรมการปฏิรูปประเทศด้านเศรษฐกิจ คณะอนุกรรมการขับเคลื่อนการพัฒนาเศรษฐกิจ BCG Model สาขาเกษตร คณะกรรมการยกร่างแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 13 หมุดหมายที่ 1 ไทยเป็นประเทศชั้นนำด้านสินค้าเกษตรและเกษตรแปรรูปมูลค่าสูง และคณะกรรมการบูรณาการนโยบายพัฒนาภาค (ก.บ.ภ.) รวมทั้ง ได้เป็นหน่วยงานกลางในการประสานการทำงานกับส่วนราชการ ภาคเอกชน ผู้ประกอบการ เกษตรกร และมหาวิทยาลัยในพื้นที่ ในการขับเคลื่อนการสร้างเกษตรมูลค่าสูงระดับพื้นที่ (Area-Based) ซึ่งได้ดำเนินการในพื้นที่เป้าหมายใน 7 จังหวัด ได้แก่ ราชบุรี จันทบุรี เลย ลำปาง สกลนคร ขอนแก่น และสงขลา พร้อมทั้ง ได้ร่วมคัดเลือก Product Champaign สินค้าเกษตรมูลค่าสูงแต่ละจังหวัด เพื่อนำมาสนับสนุนให้เกิดการพัฒนาเป็นพื้นที่ต้นแบบการสร้างความร่วมมือในการจะยกระดับเกษตรกร สร้างมูลค่าเพิ่ม และส่งเสริมด้านการตลาด ให้ครอบคลุมทุกมิติ ทั้งต้นน้ำ กลางน้ำ และปลายน้ำ เพื่อทำให้การขับเคลื่อนการปฏิรูปเศรษฐกิจของประเทศเกิดผลสำเร็จอย่างแท้จริง\u003C\u002Fp>\u003Cp>อย่างไรก็ดี เพื่อให้การขับเคลื่อนการดำเนินการต่าง ๆ ขยายผลเป็นรูปธรรมอย่างต่อเนื่อง Currently, agricultural land covers approximately 149.75 million rai, accounting for 46.7% of the country’s total land area. There are around 7.8 million agricultural households, with nearly 12 million workers employed in the sector, representing approximately 51% of the nation’s workforce.\u003C\u002Fp>\u003Cp>Throughout various economic crises, agriculture has continued to play a crucial role in supporting the Thai economy. As countries around the world face growing concerns over food security due to climate change and disruptions in global supply chains, Thailand remains well-positioned to produce sufficient agricultural products and food for domestic consumption while maintaining strong export capabilities. On average, Thailand exports agricultural products and related goods worth approximately THB 1.5 trillion annually.\u003C\u002Fp>\u003Cp>Despite its importance, however, the agricultural sector contributes only 8.6% of Thailand’s Gross Domestic Product (GDP). Growth remains relatively slow and more vulnerable than other sectors of the economy. In addition, Thailand’s agricultural sector has been expanding at a slower pace than several of the world’s leading agricultural producers and even some neighboring countries in Asia.\u003C\u002Fp>\u003Cp>Most Thai farmers continue to rely on traditional farming practices, focusing primarily on low-value monoculture crops that offer limited productivity and carry significant market risks. Many staple crops are vulnerable to oversupply in global markets, resulting in rising production costs, low net incomes, and increasing household debt among farmers. These challenges persist despite continuous government support and substantial annual investment in the agricultural sector. Consequently, strengthening farmers’ resilience, improving competitiveness, and enabling sustainable adaptation have become critical priorities amid rapid global economic, technological, and environmental changes.\u003C\u002Fp>\u003Cp>Recognizing the strategic importance of agriculture, the Thai Chamber of Commerce (TCC) and the Board of Trade of Thailand have identified three core economic value chains: (1) Trade and Investment, (2) Tourism and Services, and (3) Agriculture and Food. Their agricultural development strategy focuses on strengthening farmers, increasing the value of agricultural products through the concept of High Value Agriculture, promoting environmentally friendly farming practices, and advancing sustainable development under the Bio-Circular-Green (BCG) Economy Model.\u003C\u002Fp>\u003Cp>The Thai Chamber of Commerce has also collaborated closely with government agencies, private sector organizations, financial institutions, and academic partners to enhance the competitiveness of Thailand’s agricultural sector. By integrating technology, innovation, and modern agricultural practices, these partnerships aim to improve product quality and standards, increase farmers’ incomes, and enhance their overall quality of life.\u003C\u002Fp>\u003Cp>During 2021–2022, the Thai Chamber of Commerce actively participated in national policy development by working with the National Reform Committee on Economic Affairs, the BCG Economy Subcommittee for Agriculture, the drafting committee of Thailand’s 13th National Economic and Social Development Plan (Milestone 1: Thailand as a Leading Nation in High-Value Agricultural and Processed Agricultural Products), and the Regional Development Policy Integration Committee.\u003C\u002Fp>\u003Cp>In addition, the Chamber served as a central coordinating organization connecting government agencies, private enterprises, farmers, universities, and local stakeholders to implement Area-Based High Value Agriculture Development across seven pilot provinces: Ratchaburi, Chanthaburi, Loei, Lampang, Sakon Nakhon, Khon Kaen, and Songkhla. Each province identified its own Product Champion to serve as a model for value-added agricultural development through integrated support covering production, processing, marketing, and supply chain development.\u003C\u002Fp>\u003Cp>To ensure continued and tangible progress, the Thai Chamber of Commerce, through its Agricultural Value Enhancement Committee, expanded the initiative by launching Phase II of the Area-Based High Value Agriculture Promotion Project.\u003C\u002Fp>\u003Cp>This phase was implemented in collaboration with provincial chambers of commerce and Siam Kubota Corporation Co., Ltd., whose network includes 192 community enterprise groups across 59 provinces.
