สามารถนำผลวิจัยที่ผ่านการรับรองมาใช้พัฒนาผลิตภัณฑ์ได้รวดเร็วขึ้น โดยลดต้นทุนการวิจัยได้ถึง 70% และลดระยะเวลาการนำสินค้าเข้าสู่ตลาดจากประมาณ 2 ปี เหลือเพียง 2 เดือน ปัจจุบันมีรายการในบัญชีแล้ว 16 และสามารถนำองค์ความรู้มาต่อยอดเป็นมูลค่าทางเศรษฐกิจ\u003Cbr>2) การขับเคลื่อนดังกล่าวต้องเชื่อมโยงงานวิจัยกับความต้องการของภาคธุรกิจ การสนับสนุนงานวิจัยควรมุ่งเน้นประเด็นที่มีผลกระทบต่อภาคอุตสาหกรรมอย่างแท้จริง รวมถึงการปิดช่องว่างของอุตสาหกรรม การพัฒนานักวิจัย และการเชื่อมโยงเครือข่ายพันธมิตร เพื่อให้ผลงานวิจัยสามารถนำไปใช้ประโยชน์เชิงพาณิชย์ได้มากขึ้น\u003Cbr>3) Positive Lists เป็นโครงสร้างพื้นฐานสำคัญในการเร่งการพัฒนาผลิตภัณฑ์ จำเป็นต้องขยายฐานข้อมูลวิชาการและงานวิจัย รวมถึงพัฒนาความเข้าใจของผู้บริโภคและผู้ประกอบการเกี่ยวกับ “คำกล่าวอ้างเชิงหน้าที่ของอาหาร” เพื่อให้การพัฒนาผลิตภัณฑ์และการสื่อสารคุณประโยชน์ของอาหารมีความชัดเจนและอยู่บนพื้นฐานทางวิทยาศาสตร์\u003Cbr>4) ปัจจุบัน อย. อยู่ระหว่างการพัฒนากลไกสนับสนุนการใช้ Positive Lists สำนักงานคณะกรรมการอาหารและยาได้จัดทำแนวทางและคู่มือเกี่ยวกับการกล่าวอ้างหน้าที่ของสารอาหาร พืช วัตถุดิบ และองค์ประกอบต่าง ๆ เพื่อช่วยให้ผู้ประกอบการสามารถนำข้อมูลเข้าสู่กระบวนการพิจารณาได้อย่างเป็นระบบ โดยเฉพาะกรณี อาหารสูตรครบถ้วน ซึ่งมีการกำหนดองค์ประกอบด้านสารอาหารไว้อย่างชัดเจน หากผู้ประกอบการพัฒนาผลิตภัณฑ์ให้เป็นไปตามเกณฑ์ที่กำหนด อาจช่วยลดความจำเป็นในการดำเนินการศึกษาวิจัยทางคลินิกเพิ่มเติมในบางกรณี และช่วยลดระยะเวลาในการพัฒนาผลิตภัณฑ์\u003C\u002Fp>\u003Cp>5) การเพิ่มมูลค่าอาหารต้องเชื่อมโยงกับการสื่อสารคุณประโยชน์อย่างมีหลักฐาน Future Food ของไทยมีศักยภาพในตลาดส่งออก และปัจจุบันมีสัดส่วนการส่งออกประมาณ 10% ของการส่งออกอาหารทั้งหมด การยกระดับจากการขายวัตถุดิบไปสู่ผลิตภัณฑ์มูลค่าสูง จำเป็นต้องอาศัยทั้งงานวิจัย มาตรฐาน กฎระเบียบ และการสื่อสารคุณประโยชน์ของผลิตภัณฑ์ที่น่าเชื่อถือ\u003C\u002Fp>\u003Cul Health Claims เป็นโครงสร้างพื้นฐานสำคัญในการเปลี่ยนงานวิจัยและวัตถุดิบทางการเกษตรของไทยให้เป็นผลิตภัณฑ์อาหารมูลค่าสูง โดยเชื่อมโยงตั้งแต่ งานวิจัย → การรับรองทางวิทยาศาสตร์ → การพัฒนาผลิตภัณฑ์ → การนำไปใช้เชิงพาณิชย์ (Science to Shelf)\u003Cbr>2) จุดเปลี่ยนสำคัญของอุตสาหกรรม ปัจจุบันผู้ประกอบการ โดยเฉพาะ SMEs มีข้อจำกัดจากต้นทุนการวิจัยและการพิสูจน์ประสิทธิผลที่สูง โดยการทดสอบทางคลินิกอาจมีค่าใช้จ่ายประมาณ 2–4 ล้านบาท และใช้เวลานานในการนำผลิตภัณฑ์ออกสู่ตลาด\u003Cbr>3) กลไก Positive List จึงช่วยลดอุปสรรคดังกล่าว โดยมีศักยภาพในการ\u003Cbr>- ลดต้นทุนการวิจัยและพิสูจน์ประสิทธิผลได้ประมาณ 70%\u003Cbr>- ลดระยะเวลาการนำผลิตภัณฑ์เข้าสู่ตลาดจากประมาณ 2 ปี เหลือราว 2 เดือน\u003Cbr>- เปิดโอกาสให้ผู้ประกอบการนำข้อความกล่าวอ้างทางสุขภาพที่มีหลักฐานทางวิทยาศาสตร์และผ่านการรับรองจาก อย. ไปใช้ได้ หากผลิตภัณฑ์เป็นไปตามเงื่อนไขที่กำหนด ปัจจุบันมีรายการที่ประกาศใช้แล้ว 16 รายการ และอยู่ระหว่างการพัฒนาเพิ่มเติมอีก 48 รายการ โดยมีเป้าหมายขยายให้ครอบคลุม 150 รายการภายในปี 2570\u003C\u002Fp>\u003Cp>โอกาสทางเศรษฐกิจ จากรายการที่มีอยู่ คาดว่าจะสามารถต่อยอดให้ผู้ประกอบการกว่า 1,800 ราย นำไปพัฒนาผลิตภัณฑ์และสร้างมูลค่าทางเศรษฐกิจได้ โดยเฉพาะการยกระดับวัตถุดิบไทยที่มีศักยภาพ เช่น ภูคาว หม่อน พริกไทย งาม้อน ข้าวสี มะเขือเทศ และสมุนไพรไทยต่าง ๆ ให้ก้าวสู่ผลิตภัณฑ์อาหารฟังก์ชันและอาหารอนาคตที่มีมูลค่าสูงขึ้น\u003Cbr>\u003Cbr>ประเด็นสำคัญของการขับเคลื่อนไม่ได้อยู่เฉพาะที่การวิจัย แต่ต้องสร้างระบบนิเวศที่เชื่อมโยงตลอดห่วงโซ่ ตั้งแต่\u003Cbr>เกษตรกร → วัตถุดิบที่มีคุณภาพสม่ำเสมอ → การวิจัย → ผู้ผลิต → ตลาด\u003Cbr>โดยเฉพาะการสร้าง “Connector” หรือตัวกลางที่ช่วยลดความเสี่ยงและเชื่อมโยงผู้ประกอบการกับแหล่งวัตถุดิบและงานวิจัย รวมถึงการพัฒนามาตรฐานการผลิตตั้งแต่ต้นน้ำ เพื่อให้สารสำคัญในวัตถุดิบมีความสม่ำเสมอและสามารถนำไปพัฒนาผลิตภัณฑ์เชิงพาณิชย์ได้จริง\u003Cbr>\u003Cbr>Positive List จึงไม่ควรถูกมองแค่บัญชีรายการสารสำคัญ
